What is the Fondo Nuove Competenze?

Fondo Nuove Competenze is an Italian public measure that, under the rules of the applicable edition, may provide admitted employers with a contribution linked to the cost of working hours remodulated for skills-development pathways.

It is not an automatic reimbursement for any course: the relevant notice requires transformation objectives, union agreements, a coherent training plan, and compliance with strict eligibility and procedural rules.

Which companies can access the Fondo Nuove Competenze?

Access requirements depend on the applicable edition. In the latest verified edition (FNC 3), the Fund was aimed at eligible private employers, including certain publicly participated companies, that had signed specific collective agreements.

It is essential to verify the eligibility conditions (e.g., contribution regularity, absence of insolvency proceedings) of the currently applicable edition. The measure was not exclusively limited to SMEs, although they were eligible.

How to know if your company can use the Fondo Nuove Competenze?

Assessment depends on a combination of factors, primarily the existence of an officially open time window for submitting applications.

How to access the Fondo Nuove Competenze?

The general process involves diagnosing the need, defining the working-time remodulation union agreement, structuring a training project, and submitting the application to the managing entity—but only during an officially open time window.

Admission is not automatic. Under the latest verified edition, training could begin only after admission; documentation, checks, and payment then followed the official mechanism established by the notice.

Can Artificial Intelligence training fall under the Fondo Nuove Competenze?

Yes, in the latest verified edition (FNC 3), technological and digital systems and the introduction and development of artificial intelligence were expressly included among the planned innovation themes.

However, the AI theme alone did not establish eligibility. An AI training project still had to connect business needs, processes, roles, and skill gaps, while respecting all formal, contractual, and procedural requirements of the notice.

What AI skills does an SME really need?

Not all employees need to become technical experts. Required skills vary based on the role's exposure to artificial intelligence impact.

Needs range from general 'AI literacy' to functional skills for specific areas (Finance, Sales, HR), to concrete process use cases, up to managerial capabilities necessary to drive innovation.
